This is the Udon Thani outpost of Ramkhamhaeng University -- Thailand's largest public university (main campuses at Hua Mak and Bang Na in Bangkok, roughly 435,000 students nationwide, open-door admission policy). From 1995, Ramkhamhaeng University began establishing a network of regional campuses "in Honor of His Majesty the King" to mark the 50th anniversary of King Bhumibol Adulyadej's accession to the throne, in partnership with local government and communities across Thailand; there are now 23 such regional campuses nationwide, including this one in Udon Thani.
The Udon Thani campus sits on 253 rai of public land in Pako Subdistrict, Kumphawapi District, donated by the local subdistrict council for the purpose. Ramkhamhaeng University's governing council approved establishing the branch on the proposal of then-rector Rangsan Saengsuk, and the campus began delivering bachelor's-degree instruction from the first semester of the 2005 academic year (2548 BE). Note that Kumphawapi District sits roughly 45km (about a 40-minute drive) south of central Udon Thani city -- this campus is not within the city itself.
