Where to live in Phayao.

Wiang, together with the neighbouring Mae Tam subdistrict, forms the town of Phayao itself, sitting on the right bank of Kwan Phayao — the largest freshwater lake in northern Thailand and, on the national ranking, the fourth largest in the country. This is the civic and lakeside heart of the province: Wat Si Khom Kham (known locally as Wat Phrachao Ton Luang) sits on the water and houses Phra Chao Ton Luang, the largest Lanna Buddha image, with a lap width of 16 m; the provincial government offices, the lakefront park and the night market give the town its social centre; and motorboats are banned on the lake to protect it, so the waterfront stays quiet. It's a small, walkable district that suits retirees and long-stayers who want the lake, temple and basic services in one compact area over any nightlife or expat scene. Both of Phayao's main hospitals are a short drive from here rather than inside the district — Phayao Hospital, the 440-bed Ministry of Public Health provincial general hospital, is at 269 Moo 11 on Phahonyothin Road in Ban Tom, and the private Phayao Ram Hospital is at 660 Moo 3 in Tha Wang Thong. Ban Tom is worth knowing as more than a hospital address: within one stretch of Moo 11 it also holds Boromarajonani College of Nursing Phayao at number 312 — opened on 7 June 1982, thirteen years before the University of Phayao taught its first class, and sharing a boundary with the hospital to its south and Kwan Phayao to its west — and Phayao Technical College at number 355, which teaches to bachelor's level and houses the head office of the Institute of Vocational Education: Northern Region 2, the body that awards degrees for nine colleges across Chiang Rai, Phayao, Phrae and Nan. None of it is housing stock, but it is the reason a great deal of the town's daily traffic runs north-west. Housing here is almost entirely houses and standalone apartments rather than condominiums — BAANLYY has not verified a registered condominium project in Wiang or Mae Tam.

Mae Ka has its own grocery store, not just the campus and the hospital: a small-format Lotus's Go Fresh at 457 Moo 16, directly opposite the university, per Lotus's own branch directory — so a daily grocery run here is a walk or short motorbike ride, not a drive into town. Mae Ka sits a short drive south of the town centre along Phahonyothin Road (National Road 1), toward the Lampang provincial border, and is built around the main campus of the University of Phayao — formerly Naresuan University's Phayao campus, and independent since the University of Phayao Act B.E. 2553 took effect on 17 July 2010. Its permanent site here covers 5,158 rai, a little over 8 square kilometres, which is why so much of the subdistrict is campus. It is not the only campus in Mae Ka: Mahachulalongkornrajavidyalaya University's Phayao Campus, at 566 Moo 2, has taught here since 1991 and awards bachelor's degrees in Buddhist Studies, Thai Language Teaching and Political Science, master's degrees in all three, and a doctorate in Buddhist Studies — so this one subdistrict holds two doctoral-level campuses. Two more things make it more than a student dormitory belt. The University of Phayao Hospital, the medical school's own teaching hospital, is here on campus: it opened outpatient and inpatient departments in December 2018 and now runs 24 hours including emergency, so Mae Ka has round-the-clock care inside the subdistrict rather than a drive away. And the university runs its own demonstration school, Satit UP, taking pupils at Prathom 1, Matthayom 1 and Matthayom 4. It's the only district in the province where BAANLYY carries verified condominiums — Vina Town Condominium Phayao and Condo Mall Phayao both sit directly opposite the university and are aimed squarely at students, staff and long-stay renters on modest budgets. Expect a functional, low-cost, campus-town feel rather than a resort or expat-community atmosphere, and note that every course taught in Mae Ka is taught in Thai. One thing to watch over the next few years: the 2,700 m Mae Ka rail tunnel on the Den Chai–Chiang Rai–Chiang Khong double-track line is being driven through this subdistrict, and the State Railway of Thailand is targeting 2028 for service on a line Phayao has never had.
