The Pak Bara crossing runs all year — two operators publish it that way and the times match the provincial pier’s own timetable. The island-hopping boats do not, and neither does the Langkawi ferry. The park closes most of the surrounding dive and snorkel sites from 1 June to 30 September by annual order, but does not close Koh Lipe. You pay a 200-baht park fee and a 20-baht pier fee at Pak Bara, plus 50 baht for the longtail, because the island has no pier. There is no hospital and no mains electricity. And the island is inside the national park — read section 05 before you look at land.
Getting there: Pak Bara, all year
Koh Lipe is reached from Pak Bara pier in La-ngu district, Satun, and the honest headline is that this link does not shut down. Bundhaya Speed Boat marks Pak Bara to Koh Lipe on its own route table as running all year, from 700 baht, and does the same for its Hat Yai airport and Hat Yai town connections at four to four and a half hours from 950 baht. Akira Speed Boat publishes fixed times — out at 11:30 and 13:30, back at 09:30 and 11:30 — and those are the same times the Satun Provincial Administrative Organisation posts on its own Pak Bara Pier site.

Two charges are added at the pier and neither is in the fare. The provincial fee board shows a 20-baht pier entrance fee for anyone over three, and Akira lists the same figure. Then, because Koh Lipe has no pier, boats moor at a pontoon in the bay and a longtail takes you the last five to ten minutes to the sand, at 50 baht a head on the operator’s own published rate.
A pier may be coming, on the mainland. The Government Public Relations Department reported on 4 July 2569 that the Ministry of Transport has designated Tanyong Po pier as a marine tourism gateway to Koh Lipe and the Tarutao archipelago, with 30 million baht in the 2570 budget, construction expected around December 2569 to January 2570, and a length of not less than 150 metres so speedboats can dock without waiting on the tide. It is an allocation, not a finished pier.
What is actually seasonal
Bundhaya publishes an operating window against every route it sells, which makes this unusually easy to state precisely rather than vaguely. The mainland link is open all year. Everything that connects Koh Lipe to the rest of the Andaman is not.

The Langkawi crossing is worth its own line because two independent operators agree on it. Bundhaya sells it as seasonal; Telaga Terminal, the Langkawi terminal operator, states its own season as 15 October 2026 to 31 May 2027 and publishes sailings at 09:30, 10:30 and 14:30 Malaysian time outbound and 10:30, 12:30 and 16:00 Thai time inbound, from RM148. If you were planning to leave Thailand this way, it does not exist in July.
Behind all of it is the monsoon. The Thai Meteorological Department, via the government portal, puts the rainy season at about mid-May to mid-October under the southwest monsoon, and notes that the southern east coast takes more rain than the southern west coast — which is the side Satun is on. That is the reverse phasing to Koh Samui and the Gulf islands, and it is why the Andaman island-hopping network reopens in October just as the Gulf’s worst months begin.
What the national park closes, by order
The Department of National Parks issues one closure announcement a year. The current one is dated 18 December 2568 and took effect on 1 January 2569. Its annex lists every park. This is the Tarutao entry.

Read that carefully, because it is the opposite of what most guides say. Koh Lipe is not closed. Neither is any accommodation on it — the only accommodation the announcement closes is the department’s own bungalows and campground at Laem Son on Koh Adang, which is a different island. What closes is the day-trip circuit: from 1 June to 30 September the classic four-island snorkelling tour is substantially unavailable, and from 1 October to 31 December the north and east Adang walls, the three Koh Talang sites and both sides of Hin Ru are shut.
Anyone reading older material should note that a 2560 announcement from a different department did once name Koh Lipe among closed zones. That is nine years old and superseded by the annual announcements since, none of which names it. Read the current year’s annex, not a nine-year-old headline.
Where these windows came from. We read the annex above from two provincial Offices of Natural Resources and Environment — Phang Nga and Si Sa Ket — each republishing the department’s announcement with its annex attached. We could not reach the Department of National Parks’ own posting of the 2569 announcement to read it at source. Two provincial republications agreeing is better than one, and both are government sites, but neither is the issuing department. If a specific date decides your trip, confirm it with the Tarutao park office before you book.
Healthcare, and eight and a half hours
There is no hospital on Koh Lipe. The Satun Provincial Public Health Office’s own briefing for Mueang Satun district lists a sub-district health promoting hospital on the island among the district’s eighteen such facilities. That tier is nurse and health-officer staffed primary care. There are no beds for a serious case, no surgery, and no doctor whose permanent posting to the island we could confirm from the ministry.
The referral point is Satun Hospital on the mainland, a general hospital of 186 beds by its own published profile, with the provincial health office recording 71 physicians and 293 professional nurses. Between the two lies open water, and the best published account of crossing it is the Thai Maritime Enforcement Command Centre’s own record of one night in November 2568:
- A severe sepsis patient, first treated at the Koh Lipe health centre.
- The request reaching the emergency line 1465 at 19:55.
- Patrol boat T.273 leaving La-ngu station at 21:30, over 48 nautical miles.
- Arrival at Koh Lipe and boarding at 01:00.
- Docking at Tammalang pier at 04:30, then on by road to Satun Hospital.
About eight and a half hours from call to pier, by naval vessel, in conditions calm enough to sail. Price that in honestly, and read our health insurance guide before you commit to a long stay here. One gap we want to be explicit about: Koh Lipe is a diving destination, and we could find no recompression chamber anywhere in Satun province and no published referral pathway for a diving casualty. We are not asserting where the nearest chamber is, because we could not verify it — but if you dive here, establish that answer yourself before you get in the water. The park boundary, the title deeds, and why this matters if you are buying
This is the section to read before you look at anything for sale on Koh Lipe.
The National Human Rights Commission of Thailand, a constitutional body, published a formal finding on 13 September 2567 on the Urak Lawoi Chao Ley community, who have been on the island since around 2440. The finding states plainly that the island falls within Tarutao National Park, and that three disputed parcels — two involving land-certificate conversions claiming increased area from aerial photography, one involving occupation beyond registered boundaries — encroach into park territory. It found the Land Department’s failure to establish an investigatory committee to be an act or omission violating human rights, and recommended investigation of erroneous title issuance under section 61 of the Land Code and a survey of household land use under section 64 of the National Park Act B.E. 2562.
The Department of National Parks’ own news service describes the same dispute from its side: overlapping claims between the community and resort operators holding Nor Sor 3 and Sor Kor 1 documents, a disputed area of 81 rai 3 ngan 40 square wah, and 44 encroachment cases filed since 2557. Note that a Nor Sor 3 is not a title deed — if that distinction is new to you, start with leasehold versus freehold in Thailand.
Behind both of those sits the instrument itself, and it is worth naming rather than gesturing at. The declaring royal decree of B.E. 2517 designates Koh Tarutao, Koh Adang, Koh Rawi and the other islands in Tambon Ko Sarai, Mueang Satun district, as a national park of about 931,250 rai, and was published in the Royal Gazette, volume 91, part 68, on 19 April 1974— the Department of National Parks’ own record of its eighth park, and the decree is catalogued under that title in the parliamentary library. Koh Lipe is not named individually in the designation; it is taken in with the tambon’s other islands, and Koh Lipe is in Tambon Ko Sarai. We have not read the map annexed to the decree, so we cannot tell you where the surveyed line runs relative to any particular plot. What we can tell you is that we found no decree, no gazette notice and no departmental statement excising Koh Lipe from the park, and that the land question is being handled as a section 64 occupancy problem inside the park rather than as an excision from it. Anyone who tells you otherwise should be asked to produce the instrument, in writing, with its gazette citation. BAANLYY is a listing portal and not a law firm; on a question of this size, use a Thai lawyer and the Satun Land Office, not a guide.
Power, water and what we could not establish
Koh Lipe is not on the mainland electricity grid. The Government Public Relations Department reported in April 2022 that the Provincial Electricity Authority had surveyed a submarine cable route — Pak Bara to Koh Tao to Koh Adang to the fishing beach, about 72 km, estimated at 2,500 million baht — with three options under study, submarine cable, diesel generation and microgrid, and completion targeted for 2569 to 2570, after which mainland tariffs would apply. PEA’s own stated reason for the survey was that the price of electricity on the island is higher than normal.
That cable has not been delivered. What we could not establish from any primary source is who currently generates the island’s power, what a unit costs, or where the project now stands. Every figure circulating about the tariff traces to reporting rather than to PEA, and we are not repeating it.
On water, the Provincial Waterworks Authority’s Satun branch page does not list the tambon it serves, so we can neither confirm nor exclude Ko Sarai. On internet we have nothing at all: no National Broadcasting and Telecommunications Commission coverage record, no operator statement naming Koh Lipe, nothing on a government site. Do not plan a working stay here on the assumption of a connection until you have tested it yourself.
What we could not confirm
- The registered population of Koh Lipe. The local authority’s site and the Department of Provincial Administration’s statistics were both unreachable. The only figure we found describes the Urak Lawoi community specifically, not the island, and we are not presenting it as a population.
- The surveyed park boundary around the village area on Koh Lipe. We now have the decree, its full title and its gazette citation from the department’s own record, but not the map annexed to it, so we cannot say where the line runs relative to individual plots.
- Any recompression chamber in Satun province, and any referral pathway for a diving casualty.
- Who supplies electricity on the island and at what tariff, and the current status of the PEA cable project.
- Whether the Provincial Waterworks Authority serves Tambon Ko Sarai.
- Anything about internet or mobile coverage from the NBTC or an operator.
- What immigration services, if any, exist on the island. A checkpoint on Koh Lipe is described in reporting, but we could not reach the Immigration Bureau or find the authorising announcement, so do not assume a ninety-day report or an extension can be done without going to the mainland.
- Any Marine Department or provincial order governing low-season sailing to Koh Lipe. The seasonality above is entirely operator-published, not regulator-published.
Frequently asked questions
No, and this is the most repeated wrong thing about the island. The Pak Bara crossing is published as year-round by two operators independently. Bundhaya Speed Boat marks Pak Bara to Koh Lipe as running all year on its own route table, and its Hat Yai airport and Hat Yai town connections the same way. Akira Speed Boat publishes fixed times - Pak Bara 11:30 and 13:30, Koh Lipe 09:30 and 11:30 - that match the sailing times posted by the Satun Provincial Administrative Organisation on its own Pak Bara Pier site, and describes its Hat Yai van as running all year. What does stop is different: the island-hopping network to Koh Lanta, Trang, Krabi, Phi Phi and Phuket runs roughly mid-October to mid or late May and then stops, and the Langkawi ferry runs on a published season that Telaga Terminal gives as 15 October 2026 to 31 May 2027. Three different things with three different date ranges, and running them together is where the idea of being cut off came from.
A great deal of what people come to Koh Lipe to do, but not the island itself. The Department of National Parks issues one closure announcement a year; the current one is dated 18 December 2568 and took effect on 1 January 2569. At Pak Bara, before you board. The Satun Provincial Administrative Organisation's own pier site displays the fee board: a pier entrance fee of 20 baht for anyone over three, Thai and foreign alike, and separately the Tarutao National Park fee - 40 baht for a Thai adult and 20 for a Thai child, 200 baht for a foreign adult and 100 for a foreign child, with Thai visitors aged 60 and over free. Those park figures are band 2 under the Department of National Parks regulation published on 9 December 2021 and in force since 7 June 2022, and we found no later regulation replacing them. Akira Speed Boat independently lists the same 20-baht pier fee, and adds a 50-baht longtail charge to get you from the boat to the beach.
There is no hospital on Koh Lipe. The Satun Provincial Public Health Office lists a sub-district health promoting hospital on the island - the lowest tier of the Thai public system, nurse and health-officer staffed, primary care - among the eighteen such facilities in Mueang Satun district. Anything beyond that is a crossing. The clearest published account of what that means is the Thai Maritime Enforcement Command Centre's own record of a severe sepsis case on 27 to 28 November 2568: the request came through the 1465 line at 19:55, patrol boat T.273 left La-ngu station at 21:30 to cover 48 nautical miles, reached Koh Lipe at 01:00 and docked at Tammalang pier at 04:30, from where the patient went on to Satun Hospital. That is about eight and a half hours from call to pier, by naval vessel. Satun Hospital is a general hospital of 186 beds by its own profile.
For a narrow set of people, and the constraints are unusually sharp. Koh Lipe is Moo 7 and Moo 8 of Tambon Ko Sarai in Mueang Satun district; the provincial health office's district briefing records a police station and a primary school on the island. Against that: no hospital, an evacuation measured in hours rather than minutes, and no mains electricity. The Provincial Electricity Authority surveyed a submarine cable route - Pak Bara to Koh Tao to Koh Adang to the fishing beach, about 72 km, estimated at 2,500 million baht - and the Government Public Relations Department reported in 2022 that three options were under study with completion targeted for 2569 to 2570. That has not happened. We could find no primary source for who currently generates the island's electricity, what a unit costs, whether the Provincial Waterworks Authority serves the island, or anything at all about internet provision, and we are not going to invent any of it.
