Rayong's higher-education institutions

VISTEC is a genuine, well-documented postgraduate research university -- Ph.D. and Master's degrees only, no undergraduate programs. Rayong Technical College is a public vocational college that teaches vocational certificates (ปวช.), higher vocational certificates (ปวส.) and four bachelor's-level Bachelor of Technology programmes. Both are profiled in full below; the rest of the province's post-secondary provision is described in the two sections after them.

Where a bachelor's degree is actually awarded in Rayong

Thai public vocational colleges are routinely described -- including, until this page was corrected, by BAANLYY -- as places that stop at the higher vocational certificate. Since the Vocational Education Act B.E. 2551 (2008) that has not been true. The Act grouped the colleges of the Office of the Vocational Education Commission into regional institutes, and it is the institute, not the college, that holds the degree-awarding power; the teaching stays at the college. Rayong's colleges belong to the Institute of Vocational Education: Eastern Region (สถาบันการอาชีวศึกษาภาคตะวันออก), which the Minister of Education established on 13 June 2012 under sections 5 and 13 of that Act with nine member colleges across Chonburi, Rayong, Chanthaburi and Trat. Its office opened at Chanthaburi Technical College in July 2012 and now sits, per the institute's own site, at 086/13 Thanon Taksin, Tha Pradu, Mueang Rayong -- inside Rayong Technical College.

These are the Bachelor of Technology (ทล.บ.) programmes the institute currently lists as taught inside Rayong province:

Three qualifications matter before anyone plans around that table, and none of them are in the headline. Every one of these five is a continuing degree (ต่อเนื่อง): you enter with a higher vocational certificate (ปวส.) already in hand, not from school, so it is a two-year top-up rather than a four-year first degree. All of them are taught in Thai. And they are technology and practice-track degrees tied to the industries on the doorstep -- there is no general arts-and-sciences intake anywhere in the province.

Two honest gaps sit alongside it. Map Ta Phut Technical College is Rayong's third member of the institute but carries no ทล.บ. of its own on the institute's current programme list, so a degree is not available at Map Ta Phut itself. And Rayong Technical College's own history page records a ทล.บ. in Information Technology opened in B.E. 2563 (2020) which the institute's list does not show; the college's record also shows two earlier ทล.บ. -- Accounting and Automotive Technology -- being closed again in 2559 and 2562. Two first-party pages, not reconciled with each other, on a programme list that demonstrably changes. Confirm the live intake with the college rather than with this page.

Every college in the province, not just the two profiled here

The directory above profiles two institutions in depth. That is a limit of this page, not a census of the province. Rayong Technical College's own site lists eleven further colleges alongside itself. On the public side: Ban Khai Technical College (11 Moo 11, Tambon Nong Lalok, Amphoe Ban Khai), Map Ta Phut Technical College in Tambon Huai Pong, Rayong Industrial Technical College, Klaeng Industrial and Community Education College in Amphoe Klaeng, and Taksin Rayong Technology and Vocational College. On the private side: Rayong Polytechnic Vocational College, Rayong Business Administration Technology College, Aksorn Business Administration Technology College, ASEAN Business Administration Technology College, and IRPC Technological College -- the last of these run in association with the petrochemical operator whose complex dominates Map Ta Phut.

One caution about sourcing, because it bit this page. The Office of the Vocational Education Commission's own provincial directory for Rayong lists five state colleges and omits two that the colleges themselves link to, and gives Ban Khai a telephone number the institute's current page has since replaced. Where a regulator's directory and an institution's own site disagree, this page follows the institution.

What Rayong genuinely does not have

Kamnoetvidya Science Academy (KVIS) shares VISTEC's Wangchan Valley campus but is a secondary (K-12) science school, not a university -- it isn't profiled here. A commonly repeated claim of a Rajamangala University of Technology Tawan-ok (RMUTTO) campus in Rayong was checked against RMUTTO's own official site and an independent campus directory: all 5 RMUTTO campuses sit in Chonburi, Chanthaburi or Bangkok, none in Rayong. Panyapiwat Institute of Management's "EEC Campus" sub-brand was also checked -- its own Contact Us page lists only its Nonthaburi main-campus address, with no confirmed Rayong location.

What Rayong does not have is a general-admission university: somewhere a school-leaver applies to straight out of M.6, in a range of subjects, in English or in Thai. The province's five ทล.บ. programmes are entered from a ปวส. and taught in Thai, and VISTEC takes only postgraduates. So a school-leaver who wants a conventional four-year first degree, or an international student who needs English-medium teaching, does look outside the province -- most commonly to Chonburi (Burapha University or Kasetsart University's Sriracha campus) or Chanthaburi (RMUTTO's Chanthaburi campus), all reachable from Rayong by road. That is a real limit, and it is narrower than the one this page used to describe: it is about the kind of degree, not about whether a degree can be taken here at all.
